Dynamically test changed URLs for accessibility testing

    Problem to solve

    In order to utilize Accessibility Testing, you need to pass in the URL that you want to test. This does not scale well with large sites with many pages.

    Proposal

    We should consider ways to dynamically test the URLs that have been changed (in the case of an MR), or all the URLs for the entire site if needed (possibly for the base branch).
