Add comment parameters to Jira service API

Problem to solve

In the Jira integration, when comments are enabled, there is a selection for Comment detail, with the options Standard and All details.

There is no equivalent for these in the Jira service API, but there should be.

Proposal

We should add parameters to the Jira service API that mirror the Comment detail options available in the Jira integration.
