Allow Forks to be Exempt from "Committer Restriction" Rules on all Projects in Admin Level Push Rules

Problem to solve

It would be great if instance admins had the ability to allow forking to be exempt from committer-based restrictions in Admin Area -> Push Rules.

This would allow all projects to have committer-based push restrictions, by default, but still allow pushes to forks unrestricted, if desired.

Proposal

Add a check box in Admin Area -> Push Rules to allow pushes to forks to be exempt from committer-based restrictions.

This check box would exempt all forked repositories from global push restrictions that are applied to all projects (globally).
