Renew EE license banner breaks formatting of UI

Summary
As described by customer:
After updating to 9.5.x (from 9.4.5), I noticed that the “renew Gitlab” banner is on top of the page (rather than where it’s suppose to be), also there some small issues with spacing (like look at the part in the attached picture between the breadcrumb are and the “Please send your comments to the Product Developer Tools Team.”
This also occurs in the “old theme” too.
Steps to reproduce
Note: I was unable to reproduce this error. I think it depends on 2 banners being displayed at the same time. In this case it is the EE edition license banner and the Reminder banner. Not sure the best way to trigger the Reminder banner. Happy to work with the devs if they can advise.

Correct spacing underneath top banner and underneath bread crumb.
