Problem to solve
User want to have visibility into the pipelines that have been deleted in their instance. They currently cannot see this and it is important to ensure that there is traceability of what is going on inside GitLab. This is especially true since it is a deletion operation and cannot be viewed after it has occurred.
Proposal
Create an external audit event when a pipeline is deleted.
