API endpoint to send emails

Proposal

Currently we have https://docs.gitlab.com/ee/tools/email.html to manually send emails to GitLab users. I think it would be nice if there was an API endpoint for that as well.

In the concrete case we'd like to leverage that to send out custom email to users from pipelines.
