Introduce better help text in on-call schedule modals
Problem
From #337237 (closed) - when someone is setting up an on-call schedule in GitLab for the first time, they might need additional guidance for creating their new schedules and rotations.
Within the "add a schedule" modal:
- Under the name field - what's an appropriate name? Is there a best practice we can recommend for naming schedules?
- What's an appropriate description? What is the description used for?
Within the "add a rotation" modal:
- Again, how should rotations be named? Are there rules/naming conventions that should be used?
- How can we better clarify what some of the additional functionality means? What, for instance, is the
restrict to time intervals

Proposal
Add additional guidance to the "add a schedule" and "add a rotation" modals (new help items indicated with a red arrow in the mock-ups):
