Problem to solve

When the HIPAA project template was first created #13756 (closed) in %12.10 it utilized issues as the main artifact for documenting criteria and audit inquiries. Requirements Management &2703 (closed) would later launch in %12.10 with the ability to add/edit in %13.5.

Proposal

The HIPAA audit protocol best aligns to the intent of a requirement rather than an issue.

Requirements Management enables documenting, tracing, and control of changes to agreed-upon requirements in a system.

Convert the template issues into requirements instead.
