Push default settings to project integrations from instance-level admin

Background

This is a follow-up from #218252 (closed) which added an MVC feature to allow admins to see which projects overrode the default instance-level integration settings with their own custom settings.

Proposal

We would like to build on this and allow an admin to push the default instance-level settings to project integrations that have overriden them.
