Set default flags on group level

Proposal
Currently the configuration of certain flags are on server level. For the SaaS solution it would be advantageous to have these on the group level as well.
Explicitly (but here meant more as an example) the flags for CI variables creation. The default config in GitLab SaaS is to have the protected flag enabled by default. Even though I understand the idea, for our workflows this is one click more that we nearly always have to do when creating CI variables. Because most of our variables are needed in all CI runs and we run these pipelines on all branches and tags so we need to nearly always have to disable the pre-selected flag.
I mentioned this in ticket 230314
