Group events page unnecessarily shows "No activities found" when number of events < 20

From !16108 (comment 229117497), if you click on Groups -> select a group -> Overview -> Activity, you'll see that "No such activities" is shown even though there are some activities:

The frontend seems to be requesting offset=0 and offset=1 for some reason?
