Improve navigation between description / widget / conversation sections on merge requests

Problem to solve
Merge requests with lengthy descriptions and a lot of conversation can take up a lot of vertical space, which makes it tricky to quickly scroll to the description, MR widget, and conversation sections on the page. Especially the MR widget easily gets lost somewhere in the middle.
I find myself scrolling around MRs a lot, and also frequently have two tabs open with the same MR when reviewing, which increases the chances to get confused when switching between them. Quicker navigation between these sections should help to reduce the cognitive load, and maybe even to avoid having to open another tab in some cases.

Proposal
Add shortcuts to quickly navigate to these three sections, for example in the existing sticky navigation bar:
Maybe this could also start as basic keyboard shortcuts.
