Make collected telemetry data publicly available

Overview

As we continue to expand the scope of our data collection, we should be continually mindful of our stewardship principles and values. One way that we can continue to maintain trust with our users and encourage GitLab contribution is by making all of the telemetry data we collect publicly available.

https://telemetry.mozilla.org/ is a great example that we should consider iterating toward.

Proposal

Investigate starting a Metabase instance connected to our Snowflake DW, using the usage_statistics we currently collect.
