Migrate requirement policies to Issue policies

Currently we have a first-class type Requirement that has dedicated policies. Essentially they are the same as issue type (reporter+) but with the additional stipulation that Requirements licensed feature must be available.

Once Requirements become a type of Issue, we might want to retire or migrate those policies while still checking for the license.
