Provide buttons to transition issues between issue board labels
Problem to solve
As development team members, Sasha, Parker, Delaney, and Presley would like to be able to transition issues between issue board labels without knowing what labels to apply or navigating to the board.

- Delaney (Development Team Lead)
- Sasha (Software Developer)
- Presley (Product Designer)

Currently, transitioning issues between issue board labels is clunky because it requires people to either:
- Know the label they're going to transition to.
- Go to the issue board in question and drag it to the new bucket.
This is cumbersome and potentially adds an extra step when working with issues and boards. By adding an easy way to remove the current label and add the next (or previous) label, we allow users to more easily transition issues in boards without extra steps.
Proposal
On the issue page we could add a dropdown or button to transition the issue to a different stage on the board. Something like:
Permissions and Security
This would be the same permission that allows users to add or remove labels from an issue. I'm not certain about the permission structure around boards.
Documentation
Probably needs some documentation.
Testing
This feature should be fairly isolated, but we should pay special attention to the behavior for groups with multiple issue boards.
What does success look like, and how can we measure that?
This should hopefully allow users to take better advantage of issue boards. So I would hope to see better adoption of issue boards. Also would hope to see more users transitioning issues.
What is the type of buyer?
Probably free/core tier, any tier with issue boards should probably have this. Though if we drive better adoption of issue boards it could lead folks on free/core to want multiple issue boards of the higher tiers.
