Epics should be visible at all levels if the user has access to them

Users are often not able to "find" Epics. This causes at best context switching, and at worst misusage or under-usage of the feature.

Supporting evidence
We have issues/bug open around not being able to find epics (because a user is in a Group), or wanting them at Project level. This was also evidenced in current research initiatives.
