gitlab-foss repo contains the CHANGELOG-EE.md file

The gitlab-foss repo now contains the CHANGELOG-EE.md file, which ideally should only be present in EE repository only.

PS: This caused trouble in the bin/secpick file's ee? check recently, which we are fixing by changing it to check for the existence of ee/app/models/license.rb
