Notification emails for new Email address created

Release notes

Adding a new email to your account isn't a frequent operation. If your account is compromised, an attacker could add a new email address and change your settings to receive your notifications, and possibly sensitive information, without getting noticed. Adding a new email will now trigger a notification on your primary email so you can take action quickly if needed.

Problem to solve

Notifying users when a new email is added to their account is good security practice. This operation should not occur without the full consent of the user.

Proposal

When a new email is added to an account, trigger a notification instantly on the primary email. We don't even have to wait for the email to be confirmed.
