Automatic marking of MR as Draft based on keywords should be configurable

I can see how this feature is nice for a lot of people, but it's really annoying the crap out of us and seems like a low effort fix to make it configurable.

Our workflow with MRs tends to be that the author will add fixup commits to the MR to resolve issues a reviewer had, but that keeps putting the MR into Draft mode which confuses the reviewer.
We'd really like to opt out of this feature for our self hosted Gitlab ...
