Error 404 when editing pre-defined policies in Threat Monitoring

Summary

In Threat Monitoring > Policies, trying to edit a pre-defined policy leads to a 404 error.

Steps to reproduce

• Open https://gitlab.com/gitlab-org/protect/demos/container-host-security/-/threat_monitoring.
• Select the Policies tab.
• Select drop-outbound or allow-inbound-http.
• In the drawer, click on Edit policy.
