Support AWS SSM Parameter Store as an external secrets provider

Proposal

GitLab already supports Vault as an external secrets provider, but people heavily using AWS infrastructure may be using AWS Systems Manager Parameter Store instead.

This issue is requesting that GitLab and the GitLab Runners add support for AWS Systems Manager Parameter Store as a supported external secrets provider, along side Vault.
