Personal access tokens list does not respect absolue/relative time setting
Summary
The "Expires" column in the list of personal access tokens under -/profile/personal_access_tokens
does not respect the relative/absolute time setting added in #14560 (closed).
Steps to reproduce
- Follow https://docs.gitlab.com/ee/user/profile/preferences.html#time-preferences to disable relative times.
- Go to Profile > Access Tokens and view the list of "Active personal access tokens". Create a token if you don't have any.
Example Project
What is the current bug behavior?
Relative times are displayed under the "Expires" column in the list of personal access tokens even if the user has disabled relative times.
What is the expected correct behavior?
Absolute times should be displayed under the "Expires" column in the list of personal access tokens when the user has disabled relative times.
