Enable unique GL prefix for PATs on gitlab.com

Proposal

With the work completed in !20968 (merged) we now have the ability to enable an application setting which prefixes personal access tokens with a given string. We should enable this on gitlab.com, allowing us to tie Category:Secret Detection capabilities to our Personal Access Tokens, see #273604 (closed)
