Add Capability to Embed Private Snippets

Problem to Solve

Existing Snippet capabilities do not allow for embedding of private snippets, limiting snippet usability to public only.

Proposal

Refactor permission and visibility of published snippets so that if a private snippet is publish only those with viewable access can in fact view. This iteration will allow users to better use their established snippets in a more functional way, increasing operational efficiency, and enhance the snippets experience/usage.
