Add Browse and Search for Embedding Snippets

Problem to Solve

Existing capabilities do not allow for searching of snippets in order to embed them in the content editor.

Proposal

After implementation of 14.2 capabilities which allow snippets to be embed in the Content Editor via clicking the snippet icon establish a toolbar that allows for searching/browsing of public snippets available. Search capabilities should include but not be limited to by URL, frequency of use, snippet create, and name of snippet.
