Tooltip and popover fails to display when hovering over a comment author's name for a second time when a status is also present.

Steps to reproduce

1. Go to a MR comment - like this one
2. Scroll down so that the profile information will display on-top of the name
3. Hover over author name
4. Move mouse away and click on an empty space
5. Hover over author name or status
6. Obverse bug

What is the current bug behavior?

See the below gif.

• When hovering over the status, the tooltip repeatedly displays and hides in short intervals
• When hovering over the name, the popover fails to display

What is the expected correct behavior?

Either the status (tooltip) or the profile information (popover) should display depending on which element the mouse is hovering over.
