Decrypt the terraform state file when GitLab is down
Release notes
Problem to solve
As a platform engineer, I need access to the Terraform state files even when GitLab is down.
Today, GitLab encrypts the state files in Ruby-land, and stores the state file in object storage. We need a tool that can decrypt the state file even when GitLab is down, in case of disaster recovery.
Can we provide a tool that works for gitlab.com too, that works even when gitlab.com is down and can be used by workspace admins?
