Group, project visibilty changed to internal and locked even though not restricted

Summary

Groups and projects seem to have changed to 'internal' visibility (even though some were private). The "Owners" of said groups or repositories cannot change them to private.

The last change was: We disabled: Password authentication enabled for web interface. All auth is now through SAML.

Unknown.

What is the current bug behavior?

In the admin settings, all visibilities are set to "internal" as the default. "public" visibility is prohibited. "internal and private" are unchecked and should be available.

"admin" can still set visibility to private/internal/public.

What is the expected correct behavior?

Owner of repository or group should be able to change the visibility of their resource to private.
