UX: What should tooltips show with absolute date user setting

When using "relative time stamps", hovering over a time stamp shows the absolute date/time. Now that we have an "absolute date user setting", what should they show?

  suggestion (non-blocking): I noticed that when you have Use relative times unchecked the tooltip is basically the same as the displayed date. Maybe the tooltip should be in relative time (e.g 1 hour ago)? This could be a bit tricky, might make sense to tackle this in a follow-up.
