issues: flag one comment as prominent "state of the issue"

Flag one specific comment in an issue as current "State of the issue" to show this comment prominent on the issue detail page, boards and lists.
Problem to solve
Issues have descriptions and comments. The description contains the initial position (bug or userstory) and possible solutions. Comments are mostly used to discuss solutions, mention other users and log changes.
There is no place for the current state of the issue.
(like "This is still being developed", "waiting for DNS entry", "debuging into logs" ect).
Sometimes this information is hidden in the last comment at the bottom of the page.
But sometimes this current state gets lost in the ongoing discussion.
Sometimes "state of the issue" is called "Update", "state of affairs", "Async update" ect.
Of course you can define the "state of the issue" with labels, but labels only tag the status and don't describe it.
Proposal
When a comment is flaged as "state if the issue", you could include it and highlight it at the top of the page (like a sticky post on twitter). Or you even could embed this comment in all overviews (boards, lists).
