Conditionally email users when their account is blocked

There are however situation where we would like to let the user know we blocked their account, like when they are blocked for breaching our terms but when we will allow for them to self-correct to gain access to their account again.
What would be great is if we could have an option on whether to send the email or not (and that option being available via the api). Example:
- Block user and do not email
- Block user and email
Even more awesome would be if there were to be a selection of standard email templates that could be selected from to advise the user what the reason for the block is.
Examples:
- Blocked due to suspicious activity on the account (account take over and we blocked pro-actively)
- Blocked for abuse
- Blocked because the activity they were performing were causing issues on the platform
This could also cut down on Support contacts and outreach requests as we would be able to tell users what they need to do in order to gain access to their account again which could reduce the back and forth between Support and which ever team placed/requested the block
