Vulnerability Report: Replace admin icon

Problem

The Vulnerability Report pages uses the admin wrench icon in a badge under the Activity column to trigger a popover. This icon should be reserved for linking to the admin section only.

Solution

Consider using a different icon from the SVG library, or if necessary, create a request/concept for one that's a better fit.
