Swimlanes - Load more epics button and hide unassigned issues

As part of improving Swimlanes performance, we want to change the way we fetch epics:

  • Add Load more epics button and stop chaining the fetching of all epics
  • Reduce the epics page size to 10
  • Go back to fetching issues per epic instead of fetching issues under epics per list
  • Collapse Unassigned issues lane by default and only fetch those issues on expand
