Security check popover bugs in MR
Summary
Popovers over icons are broken; some don't show at all, some show the wrong one, and some are overlapping:

Steps to reproduce
In our test project, Simply Simple Notes, go to different MRs and hover over the icons next to Vulnerability-check and License-check
