Add Special Minor and Major Tags in DockerHub

Currently all images in DockerHub for gitlab-ce and gitlab-ee are tagged with the complete version tag (e.g. 12.3.4-ce.0).

As it currently stands, if a user wants to pin his gitlab version he has to do that with the full version tag, pinning also the patch version.
It would be helpful if there were special Major and Minor tags that would allow a user to Tag a specific Minor version and auto track latest patch version (e.g. 12.3-ce.0) or a specific Major version and auto track latest minor and patch version (e.g. 12-ce.0)
