When selecting a new scoped label, it does not apply the change

In the new sidebar on:

• issue boards
• epic boards

When selecting a new scoped label, it does not apply the new change.

Repro:

1. have 2 scoped labels available with the same base...scoped::one, scoped::two
2. Make sure one of them is active on an issue in the board
3. Try and add the other scoped label

Notice that the label is NOT applied
