Improve mobile experience when formatting comments in a discussion

As a user leaving a comment,

I need to be able to use the formatting options,

So I can easily format text using the formatting buttons without relying solely on markdown.

Intended users

Anyone contributing to a discussion via mobile.

Note: I experienced this on Android, we should verify iOS behavior.

The formatting options are unusable when selecting text, as the cut copy paste select all options cover them up.
