Runner href using webUrl from the GraphQL API

Description

1. Add a webUrl to the GraphQL API to reach a runners detail page
   • The webUrl should be parametrized to render different paths for different situations, starting with the admin section.
2. Use it in the UI according to where the runner link is rendered
