Remove "?" question mark from Scoped Labels

Proposal

Remove the ? question mark from Scoped Labels so that the UI is less distracting.

A user does not need a help button on every single Scoped Label on an Issue. If they are confused about the usage, then they can consult the documentation or discuss it with GitLab Support (or a peer at work).
