Have a confirmation modal before Pausing a runner

In the HAML version of the Runner UI we asked the user to confirm before Pausing a runner:

The feature was not migrated to the Vue UI at #329658 (closed).

Close this issue! I think it is not needed: Pausing a runner is an easily reversible action, by clicking again:
