API For Disable Sharing of Groups Outside of Hierarchy

#217623 (closed) introduced a new feature to prevent sharing groups outside the group hierarchy.

This issue is to add the API for this feature as described in the original issue here: #217623 (closed)

This feature should expose an API attribute, similar to share_with_group_lock in the Groups API. Enterprise customers need API attributes to automate their configuration.
