Link is shown to pipeline schedules even if you don't have access

Summary

https://gitlab.com/gitlab-org/gitlab/pipeline_schedules returns 404. I was navigating the site as new user, not sure what to expect from the path but not 404 I would assume

On your browser go to: https://gitlab.com/gitlab-org/gitlab/pipeline_schedules Or navigate from Side bar to CI/CD/Schedules

What is the current bug behavior?

Path returns a 404

What is the expected correct behavior?

There should be a working page, don't know what that is, I was navigating as a new user
