Swap out EE frontend with new FOSS redesign (Docs!)

Why are we doing this work

For the redesign of the Security Config Page tracked here, we will need to swap out the old Design in EE with the new implementation in CE. This must not be done, before the implementation of the redesign has feature-parity with the current EE version of the page.

TODO's:

  • swap out page implementation
  • update feature specs
  • update qa specs
  • put feature behind a new feature-flag (Can differentiate Ultimate/non-Ultimate via #js-security-configuration-static / #js-security-configuration selectors)
  • update Doc's
