ci_builds - Identify team ownership via table comments

Table ownership within the GitLab database can often be difficult to determine. Understanding the groups that "own" a table can help in troubleshooting, data analytics and with our new error budget initiative.

We have proposed a structure for commenting on table and column ownership in the Database Dictionary epic. The CustomersDot DB followed this guideline when documenting and describing some tables within their database gitlab-org/database-team&1.
