New "blank project" language and experience is unclear

When creating a new blank project, the dropdown under "Project URL" indicates a path to projects but actually references groups and users. This creates a bit of disconnect in the experience. In addition to that, the headings for Groups and Users are often not immediately visible when the element is selected because the user may be dropped midway down the list to the location of the group path.
