GitLab CE v13.12.2 - Ldap admin user get 403 on API endpoints (web unusable)

Summary

After upgrade to v13.12.2 this morning, ldap admin user is practicaly unusable while the bug does not affect regular users or other admins with LDAP auth.

Git clone/pull/push:

remote: HTTP Basic: Access denied
fatal: Authentication failed for 'https://gitlab...(private CE repo)'

Web/Dashboard login works fine with LDAP auth.

Tried to:

• reset AD password/change password
• gitlab-ctl restart/reconfigure
• reinstall GitLab
• change ldap passwod from within rails console
• swap user to user role, and revert back to admin (same effect on both roles)
