Refactor nested environment layout in env folders

Problem

The current layout for the folders in environments page leads to poor readability, making a complex table harder to read:

Proposal

Move away from the nested structure and use a gray-10 background to convey the folder grouping:

The content touching the edge of the colored row is less than ideal, but that can be fixed once the table goes full width, as proposed on #332446 (closed).
