Refactor board scope label select using GraphQL/Apollo

Currently ee/app/assets/javascripts/boards/components/board_scope.vue uses a label selector relying on jQuery being loaded from the board sidebar component. This component should align with other sidebar components to use the same stack and a GraphQL + Apollo widget should be used in board scope.
