Enable a group to set a minimum, or a default, setting for all projects

Problem to solve

Within my organization I may wish to either set a default set of items (such as security approvals) for all my projects that then projects can edit, or I may wish to set a minimum set of items that each project MUST have at least that.

Then I can go customizing (perhaps even over-riding if I have sufficient permissions) each project from that minimum or default.
