Add a "Switch branch" tooltip to the branch selector in the pipeline editor

Problem

The branch selector doesn't have a visible label, which is fine given the selector defaults to the default branch. However, there are other ways to add more clarity to the function of the selector, such as adding a tooltip on hover.

Proposal

Add a hover-over tooltip for the selector that says "Switch branch".
